Fog/Mist Question

How would i be able to make a fog that Circles around player.
Im using default Dust Storm particle effect. I made it that its parented to the first
person controller but when i quickly rotate camera the fog appears out of nowhere. How would i be able to make that it would be like a ring around the player?

Edit > Render Settings.

No thats exactly what i dont need. I need to know is it possible to make a ring around player with the Particle Effect.

 –
