Game won't run from Program Files without administrator privileges

If I install my game into Program Files, then it won’t open unless it’s run as admin. It doesn’t even get as far as displaying the Unity configuration dialog.

Does anyone know why this is, or have a workaround?

Nothing is written to the Unity log file, and the Windows event viewer just shows a generic error with very little info.

Looks like this only happens with development builds. It also looks like Unity always writes the log file for development builds, even when the ‘Use Player Log’ option is not set. Probably the cause of this issue.
