Github outage and Cloud Build - January 13, 2017

Hello -
As many people here are probably aware, Github has been having some stability/outage problems this morning. Some steps in the Cloud Build processes depend ultimately on github-hosted assets, so many builds are failing right now - and of course projects hosted on Github are unavailable right now as well.

Github is working on the issue, and they (and Cloud Build!) should be back to normal soon.

Update: Github appears to be back to normal, and Cloud Build is once again retrieving data normally from Github.
