Graphical scene view tools panel glitches on unity 2022.3.0

unity 2022.3.0 does this goofy thing when
I move any scene UI element to the bottom
or to the right. Can somebody do the work
for me and fix this pwetty pwease.
(with a cherry on top)

My suggestion would be to update the graphics drivers for your GPU/computer.
