The grid seems to be missing from the scene view when creating a new Unity 3d project. I have tried checking ‘Show Grid’ and I have reset the colors to default, but still nothing. I want to know if anyone has any suggestions because I don’t know what to do at this point. Thanks.

Your settings look correct to my eye. Did you try with other Unity version to rule out that possibility? Perhaps you could install 2019.3b and see if the same thing happens. Your display drivers might be a possible reason for the grid not showing, although it’s less likely.
I’ve had that glitch in the past; just swap between different layouts, it should come back.
You can also reset the layouts to the default settings in Window/Layouts.
Resting the layout fixed the problem for some reason. Thanks @Olmi and @ .
