GUI Texture ontop of another GUI Texture

I am trying to make a Main Menu to one of my games and I was using a GUI Texture for the background, Logo and Navbar. I saw another person ask this question a while back and was told to change the Z of the GUI texture the lower the Z is the more ontop of other layers it is. Well I tried this and my background is still ontop of everything else. Can anybody assist me here?

It’s the other way around–the larger the Z, the more on top it is.
