HDRP: Big Random Pixels Covering Half Of The Viewport

Attached a screenshot demonstrating pixelated area, what can cause it to appear in the scene?. Known that HDRP is chosen in Graphics project settings.
It covers the upper half of the scene and doesn’t vanish unless I turn off light game object.
Note: I don’t have much experience in Unity.

It might be lights limit problem. There is a cell system in Unity3d HDRP where there is light limit per cell. First try to disable lights and add one by one to see when the bugs start to appear.
