It obviously has alpha channer, but when I check Emissive of decal materail, and set this texture as emission map. There is color where alpha is 0.

I only want to get emissive for where alpha value is more than 0.How could I do it?

Hello,
I have same problem. My spell indicator (also circle) is almost invisible if surrounding is dark. It seems that emission could solve it, but it ignores alpha, which makes it unusable.

Did you manage to find some solution?

Y-Hello there,

to mask an area you should use a black & white texture, where black is notEmissive and white is fullEmissive.

In my case reason why it doesn’t work is bug in HDRP when Terrain doesn’t recieve emission if Decal layers are enabled. Should be solved in newest HDRP version.
