HDRP error messages need to include a button to the setting required

oh yeah and uh why is raytracing grayed out yet checked yet not working?

that’s where we need info with buttons that open the right gizmo

Raytracing is probably not enabled. Best thing to do is open the HDRP Wizzard. Select the HDRP + DXR tab and select fix all. That will enable everything raytracing needs to work, then you can enable the effects.
