So, I created a brand new project with the default HDRP template.
In the Hierarchy tab go to … Sky and Fog Volume > HDRI Sky> move the Exposure up and down. (fog on or off)
Between -10 and 10 I have flickering inconsistent brightness from that Skybox. It seems to stay and jump around with values equal to, oh say… 8 and 10. It’s a strange issue.
I am using 2019.3.2f1 but it was also a problem in the version just before this.
Has anyone else experienced this problem?

If you look at your “Scene PostProcess” object, if you’re using the default, I assume there’s also an Exposure effect there? I think the default has a dynamic exposure comp, which you might want to turn off and see if that helps. I know I’ve had issues with the exposure post process effect and the HDRI sky.
Hey there, yes I’ve turned it off as well as just removed it, the issue still remains.
There is something else I noticed. When you change the exposure, it seems to randomly set itself to some value (as seen in the GIF above) but when I move the mouse over the Game view window, it seems to reset itself back to some other value (10 perhaps). I am thinking this is more of a bug?
Can someone else try to replicate this one?
