HDRP frame capped to 60FPS if mirrored multi monitor exists.

As stated, if the PC has multi monitor that has its setting as mirrored, then the standalone build caps the game at 60FPS. Please fix this asap.

No problem, but I am a little worried that the automated QA couldn’t pick this up.
