HDRP render has black blocks on top unless disabling Volumetric Fog

Players have complained that the background is a black screen. I was able to reproduce this bug, where initially there is a single black square on the screen. As the camera is moved, the black square becomes larger and eventually blocks the entire view.

Update:
Hope this might be helpful for others:
Looks like if I change the Fog setting, it goes away.
Enable Volumetric Fog(1st check box), then disable it(2nd check box).
In this way, you really disable fog volume.

It looks like an HDRP fog bug.

HDRP has a setting the rendering debugger window (in Window → Analysis) to visualize NaN pixels. It’s likely coming from some of your content but it’s gonna be hard to figure out which object without that or something like Renderdoc.

We have the same issue, enabling and disabling volumetric fog clears it temporarily for users.
