First question, what do I need to know about when making a android app that makes pictures. For example whenever I find a android wallpaper tutorial I can’t find one that renders pictures.

live wall papers don’t support user interacction… they are just animations. At any rate, this is not the forum to be discussing the android SDK, so I recommend you head over to anddev.org. There are a lot of tutorials over there on making live wallpapers.
