It sounds like you might need to use world anchor positions and have those positions saved in a store somewhere to be used later date when viewing a room model.
There are a number of ways to show or stream another camera on the HoloLens, however for performance you would want to do a good amount of work on a PC and stream the video feed to the HoloLens.
There are a few projects out there that do this, here is one example.
