You can use a single rig for this and animate it yourself easy in like an hour. Walking animations are fairly easy to do. Look up “blender rigging” and “blender walking animation” and you’re good to go.
You suppose to animate with the Maya software, but do not animate with the Unity.
To animate with Maya. Use IK leg and FK arm rig. You suppose to animate a cycle. Start at frame zero and end with around frame 24 timing. The character at the beginning and the end must be the same character positioning, because it is a cycle like a chain. At the middle frame of the cycle is when the left side and right side of the character foot and arm are rotating in the opposite frontwards and backwards. Each of the foot step must be the same as the left foot and the right foot, so the one full walk cycle is only two foot steps in total. So, you should add the Ground Controller by two foot steps distance going forward, so the foot does not slide when going forward.
Remember, a walking animation does not start with a standing position. You only use standing position only for a transition animation to do a walking animation later. Like Standing Animation in the beginning —> StandingToWalking Animation in the middle —> Walking Animation in the end.
You should try to get at least some YouTube online tutorial.
And than you export the character animation from Maya to Unity.
