Generally 2-3 would be ok to start out with. Maybe shoot for 5-10 later on. Are you making a Twisted Metal clone?
Haven’t started anything yet, just toying with ideas at this stage and seeing what’s feasable.
2-3 good maps.
Which means either
Think back to classic death matches like Halo. There were about 15 or so maps. The player base consistiently used three of them.
You could allow the players to make and share maps?
Whilst definitely cool and a good addition, it could add enormously to develops time or be just flat out infeasible based on the game and the way it’s made, it’s also not as replacement for base content. Additionally for a multi-player game, again depending on style, it could really fragment player base
That said, it can still be really good, so keep it in mind

I think it would be pretty unique if you made each levels with daytime / nighttime variations. Not only for the lighting but actual elements of the level could be different. Let’s say in beach map X, the sea level is higher in the daytime variation, removing access to certain parts, while gate X is open exclusively during the day, modifying possible paths, etc.
This could be a way to recycle content and produce maps faster. I know this isn’t what you asked for, I just couldn’t help myself.
