I’m guessing you are quoting to make a website for someone else?
There is no real answer i’m afraid. It depends on what you are offering - 24/7 maintenance, pro design, how many pages?, dynamic data, server back-end, flash… the list is endless.
For a static website, i wouldn’t think the price is very high… i’ve seen adverts in Ireland making websites for free (if you pay for hosting etc).
Basically, I am just looking for a website like Unity Prefabs. Clean, simple, and looks nice. But it also has to be easily editable in a basic WYSIWYG editor (the one that cpanel uses).
So basically a smallscale CMS?
Such a thing would at least here cost some 4 figure amount to create.
If you want it cheaper, you would seek to skin and enhance an existing cms like drupal or joomla
You could also buy a professinal wordpress theme that you like. Most are fairly easy to customize and maintain.
That way you are done with 100 bucks and a weekend of your time.
Agreed… A nice Wordpress site should handle your needs, and the community support is so extensive it would be hard not to find any special help, plug-in or design to meet your taste.
Yes Wordpress is a great option to get something up and running quickly with an easy to use back-end. Minimum technical knowledge required.
If you know your way around html&css, and ideally php, then grab a free template framework, and sub-template that - all the essentials done for you but you still get to build the layout any way you want.

Wordpress is good or you could use Joomla. I’ve set up a Joomla site before, wasn’t hard and there are a lot of templates also. From what I’ve read, though, Wordpress sounds a bit easier to use.
Another good program if you need to get a decent looking website up ASAP is rapidweaver. You can put a nice looking site together really fast with it, but it is kind of limited.
Just make sure you put your website on the ramp to block zerg rushes.
