How to add platform API to Unity's android SDK?

I have Android SDK installed with Unity 2019, it has only one API support (API 28).
How to download & install another API? (I personally need API 26 for my target platform build.)

Is there any UI tools in Unity or the only way to add API is to launch SDK manager inside “…\SDK\tools\bin” folder? I hope it’s not the only way because that SDK manager do not work (console launches & closes itself fastly that i can’t really see what’s happening).
