Do you have scene lighting enabled? If so, the lights placed in the scene will take effect:

With the lightbulb icon disabled, you only get the (dim) light attached to the scene view’s camera. I’m not aware of a way to configure that, it’s more of a last-resort thing so that the entire scene isn’t pitch black when scene lighting is disabled.
You may be able to write an editor script that has a custom light of your choice follow the SceneView.currentDrawingSceneView.camera’s position around. You’d have to have the lightbulb icon enabled though, and thus all other lights.
Yes I want to brighten the (dim) default light.
What I normally do is Add a directional light (or 2, 1 from the opposite direction) and then after I have finished editing remember to disable them (often I forget). Sure it only takes a couple of seconds, but I’ve done this 1000s of times in the last 10 years with unity, it would of saved me a lot of time if the default light was just brighter, its just annoying.
Another thing that bugs me is once I press play in the editor, is there a way for the editor window to gain focus of the cursor automatically. Now I first click on the window. Sure this is also a minor thing, but when one presses play > 100x a day over years, it becomes an annoyance
For some reason that light button is not showing in my scene view tab
what is going I have even tried deleting the project setting asset
I tried Reseting overlay setting to default nothing seems to work
