I’m a lil’ newbie here, and I’m trying to create a 3d isometric rpg with animated graphics (3d, but something like anime, nothing realistic). How can I do this, and where do I start?

The cartoony look you’re going for is just a matter of selecting the right art assets. Browse the asset store and you’ll find plenty in that style.
As for where to start, definitely start with the Learn link at the top of this page.
