Well, if anyone would like to know, help me create a GUI, similar to the Prototype, or Bulletstorm this photo, please be able to make available a tutorial on Javascript, please ... THX in Advance!

For the changing in proportion to it's size bit check this out. As how to create an entire GUI, read the entire guide and go for it. I'd be happy to help with specific questions.
