How to emulate a slow CPU?

So you can run the editor in an emulation mode to see what might happen on old graphics cards but is there a way to force a slow frame rate to emulate an old CPU?

Also what emulation level will approximate a GMA950, any ideas?

You can try Mo'Slo Computer Slowdown Software… not sure how well it works with multicore though.
