Every time I run Unity, this “Launch Unity” dialog appears, but I expect the Unity Hub to appear instead. I have to close it, and then run Unity again a second time, then Unity Hub will appear normally.

Well, the intended workflow is that you just run Unity Hub to begin with, then when you select or create a project, Unity Hub will launch Unity itself. They don’t want you to directly run Unity now.
But previously, Unity Hub will launch automatically. My workflow (desktop icon) didn’t change.
Are you saying the application launch sequence changed?
No. As far as I know, UnityHub was always intended as a starting point to launch Unity, ever since Unity Hub was first released. Never the other way around.
Exactly my point, the dialog suddenly keeps appearing now matter which app - Hub or Editor - I start with.
Check if these shortcuts lead to the actual Hub executable. They may point to the editor executable instead.
In any case, I would try uninstalling and reinstalling the Hub.
