The feature of the effect is a halo around the text, with the shape of the text. And the only way I think to achieve this effect is using outer glow (may use shader) but I have no idea the discrete method.

Too be honest this effect looks like a sprite behind the text, not a halo. At least with sprite you can get super close to this and it is extremely simple.
In case you want proper text outline you can play around with TextMeshPro settings. It’s a free text package available from Unity Package Manager. It’s recommended over regular UI text and has a ton of fancy options, text outline included
