How to make hover menu appear?

How do I get more info in the hover menu? For example, if I hover over all three icons to the right of Scale Mode. Each menu has the same “-unity-background-scale-mode”:

In a video I saw online, the person hovering over their menu can see better info:

This has been reported for awhile and hopefully is being fixed.
