How do I do something like this but dynamic? Making 10k glowing spheres seems too much strain for Unity. I can think about how to simulate such picture on a plane, but how to draw this dynamically in Unity?

There are some dynamic skybox plugins, I think in the Asset Store
Use the procedural examples from Unity. Use the fractal texture, modify it so you get only the blue channel, and very dark. Then add some stars using Perlin noise (or simplex, or voronoi, or whatever floats your boat.) Then make it into a skybox by splitting the texture, and there you go! I’m doing the same thing atm.
