Have you found out? Because I am wondering how one does that too… Is it done by Unity Animator, or do they use other programs such as Adobe After Effects?
They are using 2D graphics, so they must be using regular sprite sheets therefore there is nothing special going on there, just regular 2D animation, could be done anywhere. From hand painted to generated programmatically then baked into a sprite sheet. You could literally do that in paint right now (although that would be more time consuming than necessary).
Just use whatever program that you are most comfortable with, Photoshop, Krita, Flash, After Effects or the any other myriad programs that can do animation.
All that Unity cares about is that you provide it with a sprite sheet, then you set it up as an animation like any other 2D sprite animation.
