How to make this dialogue system?

I’m trying to implement this kind of dialogue system into 2d game. Upon entering in the collider it should play a little animation of a gif or a video in a frame popping out from the bottom of a screen, while main scene should have a blur effect, and then a dialogue should play. And at that moment the player should lose control over a character. How can I do this?

Something like this is best answered following a tutorial on creating a dialogue system. You also may need to follow more than one to get your requirements fulfilled.
