how to place a Shatter Decal on a mesh/object?


In my game I want a effect of ground shatter when bomb hits the ground. Below is the image of what I done so far. The problem I am facing is shatter decal is not adjusting its self according to the mesh. As you can see in attached image.
Please suggest me how can I achieve this or refer any tutorial/article.

Note: I am placing this shatter image through particle system.
