It seems to be one of solution for treat this issue, “Unity imposter” is the answer I guess.

I’m not sure if Imposter supports animations. The description says it works for non-moving GameObjects, but doesn’t mention animations.
You didn’t provide any details about the crowd, your goal, platform you are building for, etc.
How is the crowd created? Are they complex 3D models, fully animated? Is the crowd an unimportant background feature or is it main focus? I can only guess.
Using billboards or models with multiple LODs will probably help in any case.
