Hyrbrider renderer framerate issues at higher than HD resolutions

Regardless of how simple the scene is, the game seems to be consuming 100% of my rtx 2080’s 3d capabilities

If i run the game at 1920x1080 i get 300+ fps with 80% utilization, as soon as i make it 2560x1440 i get 10- fps with 100% utilization.

no other games or engines do this.

The scene is only rendering the skybox and 10 entities. what am i missing here? same happens in builds as does the editor.

running 2019.3.0f3 on windows 10, with 8 gigs of video memory
all the latest packages for hybrid renderer, dots, URP

seems to be some issue with the hybrid renderer…not sure what.
