I cannot access my assets from Package manager

I am running 2021.3.11f1 - I cannot access my assets from Package manager. It comes up with a message: Failed to call Unity ID to get auth code: package manager assets. When I go to Unity asset store I cannot also download any assets - keeps coming up with cookie acceptance? are the two issues linked? How do I fix these issues?

I was using 2021.3.15f1 and had almost the same problem. I could download from store into asset manager, but could not import. Perpetually stuck in step prior to download. I would download and be right back needing to download. Still waiting for someone from Unity to respond with something other than, “Check the forums.”

I also have the same problem but I’m on Unity-2022-3-LTS.4f1
