I am also facing that problem on Unity 2019.1.8f1 and Mac OS Catalina 10.15

Unity was not resolving it, But created xcode project. then you simply have to download GoogleMobileAdsSdk for iOS from Pakiet SDK do reklam mobilnych Google  |  iOS  |  Google for Developers, extract it and place GoogleMobileAds.framework file to frameworks of xcode project and it worked in my case. build succeeded.
