A few different possibilities- if you or your ISP are using proxy servers or VPNs, then that will mess it up. Having browsers on multiple computers logged into your account will mess it up. Having Unity licenses on multiple machines can mess it up when purchasing through the Unity application, and if one of those machines is currently running while you’re on a browser on a different machine, THAT may screw things up (maybe?).
Also, the “new Asset Store” is notorious for having purchasing issues, so if you’re using it then I would suggest going back to the old store for the foreseeable future (should be a link in the front of the store page that says “use old store”, somewhere.
Returning the licenses for Unity on any extra machines you aren’t actually using it on could be useful, as could signing out of browsers or turning off your tablets / phones and then logging out and back in on the one browser you want to purchase on. If that still isn’t working and you can’t figure it out, then ironically actually using a VPN or proxy server has been known to help in some cases.
Thanks Lysander …for help

All browsers, accounts and devices have been shut down and recalculated and purchased
From the old store successfully
