I got an error message when launching a new document and was instructed to come hear for help.

I go to the Unity Hub and create a new file, I chose 3D and clicked create. Then I got a new window saying there as an error and asked to run a diagnostic test. I ran the test an my command prompt did something and told me to attach two files about the diagnostic test. The first one uploaded fine, but the second one (upm-diag in \Appdata\local\unity\editor) would not upload, because “the uploaded file does not have an allowed extension”. I did take a screenshot and uploaded that below. I hope I can get this figured out.
EDIT: The error message says that it failed to resolve my project’s template and that it failed to decompress if that helps.

Loks like unity is trying to run a instance of the Package manger in the background but did find the executable for it.
Can you check if the file listed is there?
C:\Program Files\Unity\Hub\Editor\2019.3.14f1\Editor\Data\Resources\PackageManager\Server\UnityPackageManager.exe

If not there might be something wrong with your unity 2019.3.14f1 installation and you may need to reinstall it.
