Yes. Although I’m not sure if Apple accepts payment in “bugs” (if they did I would have bought at least a 1000 iPhones with the code I’m writing! )

In fact, you don’t - workarounds do exist enabling jailbroken iPhones to run apps without an Apple-signed Developer provisioning profile. But it’s fiddly, requires a jailbreak and a few hours of googling to get it working. And it’s also iOS-version and XCode-version dependent (5.1 or older will work, mostly).
If you’re investigating what a prototype feels like on a physical iPhone, you’re broke this month as well as being reasonably adept at filesystem tinkering then it’s probably worth it, but if you’re going to be releasing a game to the App Store then it’s less hassle just to plonk down 100 clams
