I must use Unity Pro for Havok Physics License if i want to publish my game uses Havok packages ?

I import Havok Packages and i see this. Does have some free License or something ?

No. You have to have Unity Pro or other Pro level or Enterprise license. No Havok for Plus or Personal users! You can’t even pay for it.

Oh and this is a blatant lie, Unity is the one who decides about licensing (at least according to the Havok guys, I reached out to them through email):

The licensing and distribution model of Havok Physics for Unity is owned and managed entirely by Microsoft (Havok) and not by Unity.

This is not up to date. Instances of this across package description and documentation will be updated.

So now there is additional note in this:

Havok Physics for Unity is free to use for both Unity Personal and Unity Plus users.

What does this mean now?
Am I able to use and publish my game with Havok and DOTS using Unity personal license?
Does this mean, that, when I reach a point when, I needed to update to Pro, Plus, etc., I need to purchase Havok license too?
