im trying to make a game with some simple joystick like in tge game raywar ; a game for android-its in the market for free
im having a really hard time making a joystick that works in the same way that this!
i am looking for any plugins or even better, a really simple scene like this

Try the unity built-in joystick .
Assets->Import Package->Standard Assets(Mobile)
You can simply change the texture of it and add a background to achieve your goal.
hmmm but i think its limited to 8axis??
