IL2CPP Development Build error UnityEngine.UIElementsModule.dll

When I create a development build I have the follow error:

No error when I build a release.

I'm not sure what causes this, but it looks like a bug - can you submit a bug report? https://unity.com/releases/editor/qa/bug-reporting
