il2cppcore.dll did not run properly! "empty project"

Hi guys,
i have difficult to build android “app bundle” or “apk” with 64bit, i try to build in 2018.3 and 2019.2 versions of unity and i get this 2 errors :

It looks like the Android NDK may not be installed properly. Please see this part of the Unity manual to determine how to install the Android NDK for each version of Unity: Unity - Manual: Android environment setup
