Image fragmented, like being underwater in build

I am working on a PC VR project that using Meta Quest 3. Everything works well on my Desktop PC with RTX 3080. But when I run on Alienware m16 R2 (Intel® Core™ Ultra 9 185H, RTX 4060, 8 GB GDDR6), I see the image fragmented, like being underwater in the goggles. I have also tested some old project that built with Unity 2022 but seems work well, the problem only occur on Unity 6.

I am using
Unity 6000.0.24f1
HDRP 17.0.3
Oculus XR Plugin 4.3.0

Please bee specific what the issue is, what you’ve tried, how you setup the project, which graphics settings are used, and maybe a video
