IMAGES AND STATIC TEXTS GLITCH ON 5.3 - is that fixed in 5.4 ?

The bug is marked as fixed but still have it in last 5.3 version - is it fixed in 5.4 ?

The bug was fixed in 5.3.2p1. If you are still having the problem then could you please file a bug report.
