Imported generic animation from iClone is wobbling

I imported animated prop fbx from iClone.
The animation have done with linkage and baked to one animation clip.

Let´s say if the prop is a hat.
The hat animation is not aligning with character in Unity.
I cannot parent with head bone as the animation has take off and on motion.

I import the fbx back to iClone and blender, then it was working with character and aligning correctly.

I would appreciate if anyone know the solution.
