no you don’t need to upload it. but you must create the itunes connect entry fully. you can then select “upload later”
just keep in mind: from the point on you created the entry, you have 90 days to upload or the app will be locked including its bundle identifier, from future upload (that shouldn’t be a problem though as IAP is normally added at the end, not the beginning :))
I believe that if you miss the 90 day deadline, you also can’t use the same App name anymore, correct? I can see why they did that, but it is very harsh - being forced to change the name of your game can have a lot of implications!
I see no problem with it. If you “register” it more than 3 months upfront its release you are just a “name locker” and thats exactly why the time limit was introduced, so you can no longer reserve names for “potentially somewhen to be released apps”. That was required after the tagging etc was added as it was just too easy to missuse it badly and was missused I think.
also the step was required to finally allow apple to easily make names unique cause with the preregistration they couldn’t make them unique as you can’t prevent someone taking a name just cause someone else potentially might need it. now with the 90 day limitation until the real upload, they can as a 90 day lock is fine …
and yeah if you fuck it up, the name is gone for you.
the only thing I hate is that IAP is bound to it, that makes totally no sense.
