inconsistent Animation Timing,

I’m working on a fighting game, and I’ve noticed a problem related to animations. As seen in this clip, the hitbox of the attack comes out at different frames occasionally. On moves where the hitbox is only active for one frame, oftentimes the move doesn’t hit at all. This also makes interactions where one move should beat another unpredictable. Any potential solutions?
