Inside ocean scene

hello,

we are working on a game for iPad which is inside ocean. as unity 1.7 does not support pixel shaders and render to texture, then what are the best technique available to achieve good quality under ocean scene.

please suggest some different ways to achieve this.

above image in not ours…that is for reference…we want to achieve quality higher than above image.

please guys suggest some ways…

Use fog or a semi-transparent plane for the depth simulation.
Use two materials for the water surface and the ground. One of the materials should use animated textures to simulate the caustic-effect.
Not quite as good as pixel-shaders but this works on every GPU!
