Could anyone tell me whether it will be possible to integrate the Intel Atom SDK into the unity engine ?
You have no sources to the technology, as such no.
Intel SDKs, be it the mobile SDK or their multicore enhancement SDK, need to be implemented at the very core of an application, if at all. The overview look more like the sdk is targeted at OS developers, window system developers etc
But actually even if you would be able: the main reasons netbooks are a problem is the gpu, the cpu is lightyears ahead of the intel gmas that are present in the vast majority of the netbooks

Just that 95% of the unity games don’t run on atom based devices at all or very very bad.
Aside of the fact that I am asking myself if it is used at all, because I own a atom based netbook and have never heard of it. Compared to that I would guess that even Android is a “healthy market” (and android is dead at the time for any commercial dev)
The ION (atom + nvidia) platform actually runs lighter 3D games very well.
Unity Pro supports native plugins, so it should not be an issue.
I recently tested a Unity Windows standalone on an HP Mini 311 (Atom N270 + Ion LE + XP) and got 15-20 fps at the lowest settings (compared to 100+ fps on my Core Duo 2 2.33 GHz at the same settings).
But your game likely wasn’t targeted at that usage I would guess, as you likely were cpu capped.
That beeing said, the majority of the games would fail on that end, as core 2 duo users can impossibly dev runable games for atom systems. either you have an atom / p3 - early p4 to test or you are out.
