If you have Unity already there’s nothing else to download. iOS publishing isn’t free, you have to buy a license. If you mean Unity itself running on an iPad, no, that’s not going to happen any time soon.

yes you have to buy the Unity iOS addon license for $400 at least if you want to create games for iOS (there is no ipad version, only iOS in general). same goes for android

only windows - osx - web is available for free
