is 10$ enough to get me this script?

I would need a (working) script that would allow me to drag object around on an iPad when you touch it… but the script should have variables so that i could set four corners of the extent to where i can move the object (rect), or the radius if i want to move it in radius around its origin…
and when i release the object there should be an option weather or not the object should (slowly) return to its original position or stay where you release it…
Added bonus could be the easing near the edges of boundaries so it doesn’t just stop when your finger crosses the boundary but slowly stops… like it would be bound to the elastic…
Object needs to move in XY space…

Is 10$ enough for somebody to write me this script for iPad?? (i prefer JS, not C#, so i can maybe understand something…)
