Is anyone know how to keep looking a target when move the offset effector on the full body biped IK?

I’m getting a trouble to use the Final IK to use the Offset Effector with Aim IK now.

I just want the head of bone keep looking a target when move a Offset Effector of chest.

but it always the head bone went awry.

Is there anybody know how to keep look at the target when the chest IK moving on the FBBIK?
